  17. <p>     Doonesbury's got a great tax-cutting plan, and Texas is
  18. eager to help. Sunday's Doonesbury strip included a coupon for
  19. readers who want to follow George Bush's favorite approach:
  20. making his official residence a posh Houston hotel so as to
  21. enjoy Texas' nonexistent state income tax. "Howdy!" says the
  22. coupon, which is addressed to John Sharp, the Texas comptroller.
  23. "I'd like to become a Texan!" Requests are already pouring in,
  24. and Sharp is busy sending out real estate ads for would-be
  25. residents, along with "Honorary Texan" certificates to get them
  26. started.
